New World WindPower LLC (NWWP) seeks to afford everyone a piece of the clean energy boom. Americans deserve to own the energy generating equipment they have paid for. Now we often pay for that equipment many times over. Why? Present weak regulatory schemes and so-called free-enterprise power purchasing policies permit cash cows for a few at our expense.
That means NWWP seeks to work cooperatively with rural electric cooperatives and municipal electric systems to promote distributed, customer-owned electric generation. The world and technology have changed so that members of co-ops and munis can participate in generating the electricity sold by them.
Therefore, we offer this package to rural electric cooperatives, municipal electric systems and their affiliated generation & transmission (G & T) group:
1) You or the G & T that you have contracted with, or both of you will eventually own wind turbines of 65 kW or greater of nameplate capacity that are in involved in NWWP projects.
We realize that one of the reasons you have not moved more aggressively into the renewable energy marketplace is because many of you cannot take advantage of the federal production tax credit (PTC) since you are owned by your members and for the most part are tax exempt.
NWWP projects are designed to allow project ownership to be in the hands of entities who can take advantage of the PTC for the 10 years it is available and the rapid depreciation of equipment costs for the 5 years that it is available. At the end of the tax advantage and after costs are covered, the project will be turned over to the cooperative and its affiliated G & T with the cooperative or municipality owning no less than 50% of the nameplate capacity of the generating units and the affiliated G & T owning the rest.
2) In exchange the cooperative, municipal electric system and affiliated G & T must agree to cooperate with NWWP in:
a) Connecting NWWP projects to the power grid;
b) Purchasing all of the power from turbines involved in the project that will eventually result in full-ownership of the turbines by the cooperative or municipal electric system and affiliated G & T.
c) Transmitting and distributing renewable energy from NWWP projects to co-op or muni customers (It is anticipated that to start with until systems operators become more familiar with the grid operating characteristic of renewable energy on a system, that the amount of electricity from NWWP projects would not exceed 30% of a cooperative’s or municipal’s annual usage);
d) The cooperative, municipal electric system and affiliated G & T dedicate at least 50% of the savings that accrue to their customers as a result of the renewable energy systems being paid for to energy conservation and individual renewable energy installation measures that will benefit as many of their customers as possible; and
e) To the extent that excess space is available on co-op, municipal or affiliated G & T transmission systems, NWWP will be able to transmit power from NWWP turbines that are not involved in the ownership program to entities other than the cooperative, municipal electric system or affiliated G & T. (Preferably the negotiated charge for that service will not exceed 2 mills/kWh as a quid pro quo for eventual full ownership of participating turbines by co-ops etc.)
Participating entities would have to agree on the turbines to be installed, initial installation costs, financing terms, the power purchase price, land rent paid to co-op member landowners, and operation, maintenance and insurance terms.
We anticipate that no more than 4.5 MW of turbines would be installed on any one landowner’s property—to give as many landowners as possible a piece of the clean energy boom. Turbine locations are to be selected from parcels of land submitted by interested landowners who are customers of participating entities.
Sites will be ranked on the basis of wind speed suitability and close proximity to transmission and distribution systems. Sites within each ranking category will then be selected for inclusion in a project by lottery.
