Misnamed Proposed Law: Legislation called the Clear
Skies Act, if passed, will create
anything but clear skies. It rolls back steady progress
under the Clean Air Act and actually would increase
this country's
greenhouse gas emissions more than no legislation.
The Chairman of the Senate Committee on Environment
and Public Works, where the Act is being considered,
has decided to take more time to craft this measure,
because the bill lacks the support
in Committee to be approved and reported to the Senate.
A renewable portfolio standard requiring
20 percent of our electricity to come from the wind
by 2020 would cut carbon dioxide
emissions, a major contributor to global warming,
by almost 19 percent, or 137 million metric tons
by 2020.
Mercury--No mercury emissions in wind electric generation.
The Montana Environmental Information Center, nurses, churches, tribes and others advocate limiting mercury emissions from power plants.
We already have 25 advisories covering 75% of Montana's waters warning people to limit fish intake because of mercury contamination. In 2001, 92% of that airborne contamination in our big sky came from electric generating units.
PPL says it wants to have a national limit on mercury emissions. So if the limit is not reached nationally, there could be hotspots of pollution. Polluters in those hotspots could buy credits from companies whose plants do not exceed certain limits. Guess who pays for those pollution-pass credits?
PPL lobbyist’s feigned concern is merely a ploy to deflect action in the public interest by claiming someone else ought to regulate the problem.
PPL’s claim that, "It's just not a state-specific issue. It's broader than that?"
Let’s tell PPL it’s a state specific issue for us. We won’t put our health at risk so PPL can sell most of the Montana power it generates out of state; it’s outrageous for PPL to risk mercury-caused autism in our kids while claiming to be a good citizen on Public Radio. PPL, the utilities' so-called "broader" approach is flawed because it would allow you to buy pollution-pass credits from a clean plant elsewhere and continue filling our lakes with mercury. A truly good citizen would make it so we can eat the unreleased fish we catch.
